So, first of all, Its my first topic as a user on these forums!
The thing I'm not totally sure about is binds.
Because:

No Cheating [Using 3rd party programs or .dll file to gain an advantage over the game and players]

And, some binds are intended to be hacks, like the pipe circle.

So, the questions are:
1.Are binds allowed?
2.Are all kinds of binds allowed (including hack/cheat binds)?
3.Can you use them in all servers?

Binds are a part of the game. I don't think they are intended to be hacks like you say they are.

1. Binds are allowed.
2. For the most part yes. However, binds created from third party programs or .dll injections would not be permitted since that would be a violation of the rule you quoted.

You can't bind a hack !
