Sound spam

It...gets old after awhile.  I mean, I have a keybind to kill sounds, but not everybody does, and I'm sure nobody appreciates having the chorus line to "macarena" blasted at them every thirty seconds.

It's also one of the LONGEST sounds on the server group (I haven't tested the other servers to see if it plays there and quite frankly I don't want to).

Could we just do away with it and the other big sounds that people use to annoy every other player?
