So, first of all, Its my first topic as a user on these forums! :)
The thing I'm not totally sure about is binds.
Because:

And, some binds are intended to be hacks, like the pipe circle.

So, the questions are:
1.Are binds allowed?
2.Are all kinds of binds allowed (including hack/cheat binds)?
3.Can you use them in all servers?

Binds are a part of the game. I don't think they are intended to be hacks like you say they are.

1. Binds are allowed.
2. For the most part yes. However, binds created from third party programs or .dll injections would not be permitted since that would be a violation of the rule you quoted.
3. Yes

You can't bind a hack !
