indeed, what pizzahut is saying is correct.. this is just to show you the mouse location.. unfortunately it remains semi-static near the center of the screen, and yes.. additional visual indicators so you know what mouse buttons are pressed..

Guys legit, no cheats detected. thanks for sharing :^)

Nah this is something separate from the normal cross-hair as at times the regular x-hair (which seems to be Valve default) and the circle are seen at the same time, but with the circle jumping around.

Could be part of the program which visualises his inputs. Seems the circle is tied to the usually invisible mouse cursor.

Those are just custom crosshairs.  You just change the sprite files to whatever set you like (or if you design your own).  Here's a resource for custom crosshair sprites.  Most files, if you click "More Info", will tell you exactly where to copy them.

Could be a third-party mouse driver setting, or some other external program.

Left mouse button = red circle, right mouse button = blue circle.

So i just posted about that guy Awesome and his YT channel :

https://www.youtube.com/channel/UCeWdLmluXBIbMA8H02Xd1vg

He has that custom reticle  (w/ color change, shape change based on player). How does one go about installing something like that? Is that considered a hack?

thanks
