Been a long time ago and I can't remember what I need to do to transfer my files over to a new computer. I know I have to down load steam just not sure what files to pull and then where to put them back. Ant help step in.

copy the Half-Life folder under steamapps/common from your steam installation on your old computer to your new one.
and that takes care of all my set ups and maps etc.
Is it just the halflife folder or the whole steam apps folder?

_ALL_ of your TFC files (configs, maps, sprites, etc.) are _INSIDE_ the Half-Life folder (as are some others) this folder can total anywhere from 200MB-2GB, depending on how many files you have installed, but this is the best way to transfer 'your entire TFC setup' in one go.
Copy the entire steamapps folder if you want to copy your other downloaded games as well.
And for the worstcase szenario , i have my entire TFC/steamfolder on an usb stick^^
