hook vote

In low garavity  I think the hook_vote should be removed and put the hook to  ON on all maps.  People spam the hell out of that vote.  On  off on off. It is a hook server and I think it should be left on.  When guys are using the hook then start to get their ass kicked they want it off.  There are other servers that don't have hook they could play on with the other NEO  options they should play there.
