rtv and map vote broken

rtv and map voting appears to not be working. Observed on 2fort at approx 2240 est.

Just had a look. It's working for me.

Sometimes the votes don't launch. Sometimes the RTV time is set to something like 120 minutes. Sometimes, there is a vote with no choices. Sometimes there is a vote and the next map is not the voted map.

The BZ server is possessed, and we will need a young priest and an old priest, and some bourbon, just in case.
